CokeCoal Factory all maps v1.0.0.0 LS22

CokeCoal factory produces Cokecoal from Coal and give Tar also.
Updated ModDesc.
Fixed Messed up light on one side of building
Left the grass around the building and level for you design.
This also enables the ability to use Coal Cokecoal and Tar on any map when tested on RGC Meadow Springs that already have TP it did not conflict.
